Because of its historical significance, visitors may wander into the building out of curiosity. This is perfectly normal and is not necessarily a cause for concern.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Visitors are welcome to quietly look around and take photographs of the building, provided they do not interfere with symposium activities or photograph participants or symposium signs without permission. Staff do not need to intervene if visitors are simply enjoying the building.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, <strong>SSLW is a closed event for registered participants and authorized guests.<\/strong> Visitors are not permitted to enter symposium sessions, approach or engage with participants, participate in conference activities, or help themselves to food and drinks. If they attempt to do so, staff should politely but firmly ask them to leave the event area.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Occasionally, an outsider may enter the event area with the intention of harassing a participant or disrupting the symposium. Such incidents are extremely rare, but staff need to be prepared to respond appropriately.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Our guiding principles are simple: Remain calm, be confident, act firmly but tactfully, and avoid unnecessary confrontation.<\/strong> Our priorities are the safety of participants and staff, the prevention of escalation, and the maintenance of a welcoming environment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>If a situation becomes violent or immediately dangerous, your safety and the safety of others come first. Do not intervene physically. Move to safety and call the police (110).<\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">1. Observe before approaching<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">If you notice someone who appears to be an outsider, do not immediately assume that they have bad intentions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Observe what they are doing. Are they simply looking around? Are they trying to enter a symposium session? Are they approaching participants or making anyone uncomfortable?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If they are quietly enjoying the historic building, there is no need to intervene.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If their behavior raises concerns, alert another SSLW staff member if possible.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">2. Approach calmly and confidently<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">If intervention is necessary, approach at a normal pace, maintaining a comfortable distance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Do not rush toward the person, surround them, block their path, or adopt an aggressive posture. Even when the person is behaving inappropriately, an intimidating response can make the situation worse.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Begin with a friendly, neutral question:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>\u201cHello. Can I help you?\u201d<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This allows the person to explain why they are there without immediately creating a confrontation.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">3. Explain the boundaries of the event<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">If the person is not registered or otherwise authorized to participate in SSLW activities, politely explain the situation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>\u201cThis is a closed event for registered participants. You are welcome to look around the public areas of the building, but the symposium areas are reserved for participants.\u201d<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If they are already interfering with the event:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>\u201cI&#8217;m afraid this area is reserved for symposium participants. I&#8217;ll have to ask you to leave this area.\u201d<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If they are helping themselves to food or drinks:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>\u201cI&#8217;m sorry, but the food and drinks are for registered participants only.\u201d<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Be courteous, but make the boundaries clear. There is no need to apologize repeatedly or provide lengthy explanations.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">4. Do not engage in arguments<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">If the person challenges the rules, disputes your authority, or tries to start an argument, do not debate with them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Simply repeat the request in a calm, steady voice:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>\u201cI understand, but this area is reserved for registered participants. I&#8217;ll have to ask you to leave.\u201d<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If necessary, repeat the same message.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Think of yourself as a <em>broken record<\/em>. Do not get distracted by accusations, provocations, or attempts to change the subject.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The goal is not to win an argument or convince the person that the rule is reasonable. The goal is to communicate the boundary clearly and consistently.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">5. Respond to raised voices or abusive language<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">If the person raises their voice, remain calm and speak at a normal volume.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>\u201cPlease lower your voice.\u201d<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If they begin yelling, using abusive language, or insulting staff or participants:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>\u201cPlease speak respectfully. We can discuss this calmly, but this kind of behavior is not acceptable.\u201d<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Do not raise your own voice or respond emotionally. Avoid insults, sarcasm, threats, or arguments about who is right.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">6. If an outsider is harassing or targeting a participant<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">If someone appears to be harassing, following, confronting, or otherwise targeting a participant, do not rush toward them unless there is an immediate physical danger.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Approach calmly and confidently, and address the outsider:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>\u201cHello. Can I help you?\u201d<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the interaction is clearly unwanted:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>\u201cThis is a private event. I&#8217;m going to ask you to stop approaching our participants and leave the event area.\u201d<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Whenever possible, another staff member should quietly check on the participant and help them move to a safer or more comfortable location if they wish.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Do not ask the participant to confront the outsider or explain their relationship in front of that person.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Be particularly attentive to repeated unwanted contact, threats, following, or attempts to photograph or identify particular participants. These behaviors may require prompt involvement from venue security or police, even if the person is not shouting or acting visibly aggressive.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Do not disclose participants&#8217; names, locations, schedules, hotel information, or other personal details to outsiders.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">7. If another staff member is already handling the situation<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">If you see a colleague dealing with a potentially disruptive person, approach calmly so that your colleague knows support is available.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Do not rush in, interrupt unnecessarily, or stand too close to the person.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>As a general rule, one staff member should do the talking.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The second staff member can remain nearby, observe, assist affected participants, or contact the venue staff if necessary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Avoid surrounding the person with several staff members. This can feel intimidating and may provoke an unnecessarily defensive or aggressive response.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">8. Know when to escalate<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">If the person repeatedly refuses to leave, continues harassing participants, becomes aggressive, or attempts to enter restricted areas, stop trying to persuade them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">State the consequence calmly and clearly:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>\u201cI&#8217;ve asked you to leave this area. If you refuse, we will have to contact venue security or the police.\u201d<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the behavior continues, follow through. Do not make repeated warnings without taking action.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>If the person becomes violent or appears about to become violent, your safety and the safety of others are the absolute priority.<\/strong> Do not attempt to confront, restrain, or physically remove the person. Move away from danger, help others reach safety if you can do so without putting yourself at risk, and call the police immediately.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Do not remain in a dangerous situation to protect conference property or maintain order.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Japan, the emergency police number is <strong>110<\/strong>. There is no need to issue a warning before calling the police if anyone is in immediate danger.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">9. Protect participants and maintain a safe environment<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">If someone is being targeted, one staff member should focus on supporting that participant while another handles the outsider, provided it is safe to do so.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Offer to accompany the participant to a safer location if appropriate. Do not leave someone alone with a person who has been threatening or harassing them when it is safe to provide assistance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Avoid drawing unnecessary attention to the incident whenever possible. However, <strong>safety always takes precedence over discretion, avoiding embarrassment, or keeping the symposium running smoothly.<\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">10. Report and document serious incidents<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The designated lead for handling disruptive outsiders is <strong>Ryuichi Sato<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Inform Ryuichi as soon as possible about any significant incident, including repeated refusal to leave, harassment, threats, or aggressive behavior. Other staff members can assist by observing the situation, supporting affected participants, or contacting venue personnel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In an emergency, do not delay contacting the police or moving to safety while attempting to reach Ryuichi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After the situation is under control, record the date, time, location, observable behavior, actions taken by staff, and whether venue personnel or police were contacted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Focus on facts rather than speculation about the person&#8217;s motives. Keep reports confidential.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Key principles to remember<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"\"><strong>Stay calm.<\/strong> Do not panic or react emotionally.<\/li>\n\n\n\n<li class=\"\"><strong>Observe first.<\/strong> Not every outsider is a problem.<\/li>\n\n\n\n<li class=\"\"><strong>Approach confidently.<\/strong> Be polite, professional, and non-threatening.<\/li>\n\n\n\n<li class=\"\"><strong>Set clear boundaries.<\/strong> Explain what is and is not permitted.<\/li>\n\n\n\n<li class=\"\"><strong>Be a broken record.<\/strong> Repeat the request rather than arguing.<\/li>\n\n\n\n<li class=\"\"><strong>Support one another.<\/strong> One person speaks; others provide discreet assistance.<\/li>\n\n\n\n<li class=\"\"><strong>Protect participants and yourself.<\/strong> Safety always comes first.<\/li>\n\n\n\n<li class=\"\"><strong>Escalate appropriately.<\/strong> Know when to stop talking and contact security or police.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Be polite without being passive. Be firm without being aggressive. Do not argue, do not intimidate, and do not try to win.<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">\u65e5\u672c\u8a9e\u7248<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">\u306f\u3058\u3081\u306b<\/h3>\n\n\n\n<p
